Chromium would like to ship `-fsanitize=array-bounds` by default (see https://crbug.com/386992829). This causes Highway to always think of itself as a debug build, building heavyweight debug checks even into release builds. This change cuts out `HWY_IS_UBSAN` from the "debug or not" decision.
