Be it knowirithatl, WM. GARDnER, of the city, count-y, and state of NewYorlghave invented new and useful improvements in governors applicable to steam, gas, or water engines, and :windmills orother machines propelled by similar powers andfor differ ent purposes where' governors are used for regulating or producing uniformity in speed or supply and other desiredeffects;' and I do hereby declare that thefollowing is a full, clear, and exact. description of the same, reference being had to the accompanying drawings, forming part of this specification, in which:

The nature of my invention relates tothe production of the same effectsas are now performed by the ordinary pendulum or centrifugal governor, and consists in hanging a pulley loosely on a counter shaft which the pulley drives by band or gear from the main shaft (or its equivalent) through the pressure of a spring or similar contrivance on an arm secured to the counter shaft, the spring having its fulcrum fast to the pulley so that any tendency to acceleration or retardation of the pulley will, by its movement of lead or otherwise on the counter shaft, through racks and pinions, operate the usual adjusting or regulating slide.
To enable others skilled in the art to make and use my invention, I will proceed more fully to describe its construction and operation. Y i
A, is a hollow pulley driven by strap (a shown in red Fig. 2) from the main shaft of the prime mover, or it may be a toothed or friction wheel similarly operated.
B, is a counter shaft on which the pulley A, is hung loose. Secured firmly to the counter shaft B, and situated within the pulley is a double arm C, which carries in one end of it a spindle D, positioned at right angles with the counter shaft and provided with pinions or part pinions E, F, the pinion E, working into a curved rack G,
attachedtothe inner surface of one of the pulley sides (or a similar arrangement may be applied to the periphery if preferred).

The pulley A, being set in motion by strap from the main shaft, or its equivalent, as described, and being made to travel in direction of the arrow Fig. 2, will cause the shaft B, also to revolve on which it sits loose, but is made to drive the shaft by the pressure of the spring H, on the arm C, the
spring exerting a certain force thereon to overcome the impeding properties of the shaft B, 'and its attached fly, which force will cause the pulley A, to be somewhat in lead of the shaft B, as compared with it when at rest and by the motion accomplishing this lead will operate, by the rack G, the pinion E, on the spindle D, turning likewise the pinion F, which will work outward the rack L, and with it the regulating slide J, that, at an assumed proper speed for the prime mover producing such result, is extended only so far as is necessary for the establishment-of this velocity, and supposing the slide J, to be the usual slide operating the throttle valve of a steam engine by a forked arm or lever claspreciprocate, or be proportionally afl'ected, and if the irregularity be that of acceleration, the pulley A, will be driven further in lead of its shaft, and by this movement through the racks and pinions as described will cause to be forced out the slide J, which by suitable mechanism will operate in closing the throttle valve; or if the irregularity be that of retardation, its action as evident will be vice versa,the pressure of the spring H, on the arm C, being increased or diminished as the engine works faster or slower, and through the pulley A, being driven more or less in lead of its shaft, and by the action of the racks and pinions as described, the adjusting slide J, is operated, and its effect communicated through any suitable agency to any desired purpose where the ordinary centrifugal governor is employed. Also my improved form of governor may be adapted where the pendulum or centrifugal governor is not admissible by reason of the necessity to maintain it in a strictly vertical position, while much room will be saved and economy in construction 14 obtained.
What I claim as my invention and desire to secure by Letters Patent, is:
The employment of a loose wheel or pulley A, propelled by the driving its shaft B, through the action of a separate elastic force, weight or pressure, such as procured by the spring H, in combination with the several racks and pinions (or their equivalent) as described, for operating the adjusting or regulating slide J, substantially in the manner shown and specified and for the purposes set forth.
