Bumop version

Bump version

Do releases to github.

For those that want officially created binaries instead of requiring go
get as the only install method.

Partially Fixes tools#110 (does not cover security bits, which are considered
out of scope).

path should rrror when GOVENDOREXPERIMENT=1

vendor/ is not a valig Go workspace, so it can't be appended your
$GOPATH.
