Reasons for the request
I am requesting the transfer of the package name pyDOE
under the rules of [PEP 541](https://peps.python.org/pep-0541/).
The project appears to be abandoned, based on the following evidence:
- No releases or updates since 2015 (last version: 0.3.8).
- The package is incompatible with modern Python versions.
- Forks such as
pyDOE2
andpyDOE3
exist because the original maintainer has been inactive. - Multiple community members (myself included) have attempted contact without success.
I intend to continue maintaining pyDOE
to provide the community with a single, modern, and reliable package for Design of Experiments in Python, consistent with PEP 541’s goal of enabling continued maintenance of abandoned projects.

The maintainer appears inactive:
- No PyPI releases or GitHub commits since 2015.
- Numerous open issues and pull requests remain unaddressed.
- The project repository shows no visible maintenance activity for nearly a decade.
This satisfies PEP 541’s definition of an abandoned project (unreachable maintainer, no releases in 12+ months, no external activity).
