An alt attribute is always required on image elements, the alt attribute can have an empty value:

Can the person that checks this PR first close Oxygen, then go to Fork, open the doctools repo, switch to my branch (DOC-3586...), open oxygen, and test if a warning appear if there is an image element with no alt?
