temporarily revert to docker-push-tags branch

Bump version to 1.25.1 and update change logs

The only change in 1.25.1 is that we reverted a change introduced
between 1.24.2 and 1.25.0 to the TraceForwarderBK monitoring output
sink that was causing a resource leak for users of RTView.
