Currently downloading the CoreOS packages when host-coreos-packages is enabled fails because ratelimit.update.core-os.net currently intentionally drops connections every 10 minutes. Now CoreRoller tries again and again to download the files with some delay. CoreRoller should try to resume a download if it failed.
