Update the nx plugin to use tailwind v4 in generations.

What is the new behavior?
The generators install and configure the new tailwind version for generation.
If an old version (eg. 3) is already available, the old version and configuration is used.
Does this PR introduce a breaking change?
Other information
Tailwind v4 does not support preprocessors like SASS or LESS. Therefore the generator for v4 will raise an error if preprocessors are used.
