Allow locating alerta routing component in any python distribution pa…
…ckage (#1832) Currently, routing plugin must be located in a 'alerta-routing" python distribution package. With this modification, that limitation is removed, allowing to use any distribution package name, configured with the property 'ROUTING_DIST'. This way, plugins, routing, backend components,... may be located in one python distribution package.

fix:
token_endpoint_auth_methods_supportedis optional (#1856)- the OIDC specification says `token_endpoint_auth_methods_supported` is optional and defaults to `client_secret_basic` - gitea's implementation for example doesn't have this key, so this patch should make alerta compatible with authenticating against gitea Co-authored-by: Nick Satterly <nfsatterly@gmail.com>
