Currently we have a Preview GitHub action that creates a comment on ingestion requestions with a link to the changed volumes. This script should be smarter about what links it provides:

• If just a paper changes, it should provide a link to the paper
• If there are a number of new volumes (like with ACL ingestion), it should like to the event page
