This could be a breaking for existing inventories with elements in oracle_pdbs without coresponding elements in oracle_databases, because the joins between oracle_pdbs and oracle_databases have been removed to cleanup the code.

The role oradb_facts ignores failures during fact gathering for the database, when
oradb_facts_ignore_unreachable: trueis used in item oforacle_databases.The fact result is used in all other
oradb_manage_-roles to ignore a unreachable database.This allow an execution of roles from ansible-oracle when the database is not reachable for changes without aborting the play.
