Fix changelog support for Lustre 2.7.

Changelog flags must be properly set before using Lustre 2.7 accessors
on a changelog record.

Add checks in test 118b to ensure old-style "rename" and "unlink" records
are corectly built.

Get rid of warnings about non-const accessors in Lustre 2.7.
