Resolved some bugs and resolved issues in comparison to previous version

New release of geolocation tool. Modified the preprocessing and provide now a REST-API

This version uses the functional API of Keras, as the previous release did not work with the new Keras > 2.2 version

Release of our tool, as described in our publication "Twitter Geolocation Prediction using Neural Networks."
