A few standout moments: 👷 Tara Colton (New Jersey Economic Development Authority (NJEDA)) reminded us that building a $25M+ workforce training fund isn’t about avoiding tradeoffs — it’s about choosing the right priorities to maximize student outcomes. 📖 We heard powerful stories from Amelia Nickerson (First Step Staffing) and Julianne Dunn, MPS, MPH, PCED (Rural LISC) about building flexible, wraparound models that meet learners where they are, because “people aren’t blank pages.” 🏛️ Cecilia Elena Rouse (The Brookings Institution) and Margaret Spellings (Bipartisan Policy Center) sparked a vital conversation about the role of the federal government in workforce development. Their message: we need a coherent national strategy that prepares workers for a rapidly evolving economy. 🤝 Michael Bettersworth shared how Texas State Technical College ties its funding directly to student earnings outcomes. If graduates don’t get jobs, the college doesn’t get paid. 📈 Ashley Putnam challenged the outdated view of workforce development as charity. The U.S. has around $30 trillion in transportation, water, and real estate assets that could be reconfigured and repurposed to power a sustainable and competitive economy. However, America needs new models of investment because the existing workforce development apparatus is fragmented, underfunded, and siloed.  One promising approach is a “talent finance” model—a public-private partnership where stakeholders share accountability and financing to support training, especially earn-while-you-learn programs like pre-apprenticeships. In their chapter of the new book, Workforce Realigned, Vol. II., The Brookings Institution’s Xavier de Souza Briggs and Social Finance’s Tracy Palandjian write that early results from talent finance models demonstrate that a more inclusive and sustainable future is possible and does not need to wait for major federal reforms or large sums of new public money. Social Finance recently launched their new book Workforce Realigned, Volume II, a collection of 21 case studies that explore options for transforming how workforce development programs are designed, financed, and evaluated to better address the talent demands of the 21st-century economy. The publication features work from Atlanta Fed Community and Economic Development director and principal adviser Sarah Miller and senior adviser Tiffani M. Horton, Ph.D. Their chapter, “Worker and Learner Perspectives: Insights from Participants in Outcomes-Based Training Programs,” shows how qualitative feedback is essential to understanding and evaluating training programs alongside quantitative data. "This contribution to Workforce Realigned is just one iteration of our efforts at the Fed to lift up diverse perspectives,” Horton said. “We are grateful for the opportunity to emphasize the voices of students, workers that are directly impacted by policy and practice, and excited for the important conversations that will come from this book." In 2022, Google.org launched the $100 million Google Career Certificates Fund to drive $1 billion in wage gains for 20,000 Americans. How it works: ▪️ Financial Support for Students: Learners get zero-interest loans for tuition and living costs. ▪️Pay-for-Success: Loan repayments are tied to how much graduates earn after their training. ▪️Sustainable Funding: Repaid loans are used to fund future students. Results so far: ▪️89% of students have completed their certificates. ▪️Thousands have landed jobs in fields like data analytics and IT support. ▪️The fund is on track with its financial goals, with $1.4 million already repaid by graduates. ▪️An AI tool has been developed to help match graduates with jobs.
