Digital ad revenue and service taxes are popping up across the U.S.—and they’re aimed squarely at online publishers, platforms, and professionals, while often exempting “traditional media.” But as traditional businesses move online, these taxes won’t just hit tech giants—they’ll affect a broad range of industries, including small businesses and online creators. In New York, a proposed tax on ad providers would strike at the heart of the state’s renowned advertising industry—raising costs for advertisers, especially small ones that can’t afford TV or billboards. In Washington, sales tax now applies to advertising, media, and marketing services. Maryland, the first state to implement a digital ad tax, recently expanded into services as well. Meanwhile, tech jobs and investment are shifting elsewhere. Research shows these taxes won’t fall on “Big Tech” as intended—but on small businesses and their customers.
