Improve error handling. Add support for Table and Format blocks

Details:
- Add registerResourceWithSubType and ResourceHasSubtype
- Add Format and Table structs and associated parsing code
- Add Format to Source config
- Add CustomTable property to Partition
- Add CustomTables and Formats to TailpipeConfig
- Fix parsing tailpipe config when there are resource references
- HclBytes range is now hclhelpers.Range and has cty serialization
- Add cty tags to partition
- Update Partition.InferPluginName to return "core" for dynamic tables
