Improve MCP connection management

- Client call 'tools' API to get tool information that cause multiple initializing MPC tools and make connection
- We need better MCP connection management
- In serverless, sharable context is too hard.
- Data cache is avaiable but it has limits in response data only not for session
- Client connection cannot be shared
- Server Action can shared context across each route
