Organization Setup: Create guide component #8080
Description
- Implement all steps with their completion check logic
- Collapse completed steps
- Action links should point to specific anchors within the page (link to section)
- Only one Section should be open at time, if you expand another section you close all others
- Memorize the SetupGuide open/closed state per user
- The SetupGuide is open by default for new accounts
