Phoenix 1.8.0-rc was released in March.

Need to review the major (if any) changes for 1.8 as it relates to Torch and the template generation and ensure compatibility with the upcoming full 1.8 release.

Notably, Phoenix 1.8 will include additional tailwindcss changes as it relates to the inclusion of daisyUI.

Phoenix 1.8 will also require Erlang/OTP 25+
As a result Elixir 1.15+ is required
