A new Codec hipComp or better an extension of NVIDIA nvComp to AMD Hardware.

It needs ROCm 6.0 or higher and compatible hardware of AMD.

It is based on nvComp 2.2 for NVIDIA GPU and this Codec is also here in bench.

Perhaps a new codec for lzbench and a good comparison of NVIDIA nvComp Hardware with Pascal, Volta and higher and modern AMD Hardware.
