Message cannot be flagged by recipient if original sender deletes it #4342
Description
If User A sends a message to User B and then then User A deletes the message, User B doesn't have an option to flag the message. We should still allow the recipient to flag the message even if the original sender has deleted it. See discussion here: https://inaturalist.slack.com/archives/C04MF2V4ZAN/p1736185071247599
