Set Turbo user-agent on remote cache downloads #309

What version of Turborepo are you using?
1.0.13
Describe the Bug
Remote cache download requests are not setting the turbo CLI custom user agent.
Expected Behavior
Expect the user-agent to be set as described here: #109
To Reproduce
npx turbo run build with remote caching enabled.
Observe the request doesn't have a user-agent header.
