Summary

I have a pretty basic monorepo with a set of packages that each have a "compile" script that feed into a single app with a "start" dev server script.

I have noticed that when I run turbo run app#start, it immediately launches the start task, even though some of the dependent compile tasks are not done. Running with --graph does show that there's a dependency from app -> the package in question.

What's going on/how do I debug this?
