What is the recommendation with respect to concurrency when running an operation (such as jest) that also supports concurrency.

If there are a large number of packages effected it probably makes sense to max out concurrency for turbo but leave jest to runInBand/maxWorkers 1. On the other hand if there is only 1 affected package keeping max workers at 1 is going to slow things down.
