I've been leveraging MSVP for a product intended for "Freight Services" defined by the Australian SOCI Act who use older Windows CE devices that do not support TLS 1.2, or require changes to their configuration i.e. 2013, 7.

Is TLS 1.1, TLS 1.0, SSLv3, etc permissible under MSVP 2.2 HTTPS-only?

I am aware this would be at conflict with RFC 8996 - Deprecating TLS 1.0 and TLS 1.1 et al.
