Feature: Shoutout support to third party communities

## What needs to be done?

Add shoutout support to the `feministech` and the `collab code` comminities.

## How it should be done?

- Add command `!feministech` that references to the [FeminisTech Twitter](https://twitter.com/feminis_tech)
- Add command `!collab` that sends a message to the [CollabCode Discord](https://discord.gg/collabcode)
