CMS 4.4.0

To recreate the issue:

1. Go to Layout Editor
2. Add a background image
3. Add elements behind the background image
4. Press play on the preview

Expected outcome:
They should be hidden behind the background image

Actual behavior:
They are visibly seen on top of the background image
