Team setting for mandatory cancellation reason #22732

Add a new team-level setting that allows team admins to configure whether providing a cancellation reason is mandatory when an event is cancelled. This setting should support the following options:

  • Mandatory for both
  • Mandatory for host only --> this is our current default
  • Mandatory for attendee only
  • Optional for both

Add this setting before 'Internal Cancelation Notes Presets' in /settings/teams/<id>/settings

Only applies to team event types, not individual team members' event types
