Incorrect Lambda runtime deprecation date for Python 3.9

**Describe the issue**
The [deprecation date for Python 3.9](https://docs.aws.amazon.com/lambda/latest/dg/lambda-runtimes.html) was updated a few months ago from November 3, 2025 to December 15, 2025. This should be updated in the code comments, but also any sort of automations that may be in place for the enforcement bump in the check.
