📔 Objective

We would like visibility of patch updates for github-actions patch updates, but not necessarily burden the teams with reviewing them all.

To try to accomplish this, we're going to send such updates through the Dependency Dashboard approval flow.

See bitwarden/clients#13234 for corresponding PR in clients to do additional cleanup of the github-action dependency process.

⏰ Reminders before review

• Contributor guidelines followed
• All formatters and local linters executed and passed
• Written new unit and / or integration tests where applicable
• Protected functional changes with optionality (feature flags)
• Used internationalization (i18n) for all UI strings
• CI builds passed
• Communicated to DevOps any deployment requirements
• Updated any necessary documentation (Confluence, contributing docs) or informed the documentation team
