We've discussed feature levels many times over the years, but I couldn't find any central issue, so I am filing a new one.
I haven't dug through all the history where we discussed this, but there were a few instances, mostly long ago.

Feature levels are relevant to Compat (#4266) because Compat can slot nicely into a feature level framework.
