Describe the bug:

I should be able to duplicate a block pattern in WordPress 6.5

To reproduce:

1. Install WP 6.5 latest
2. Go to Appearance > Editor > Patterns
3. Using the kebab menu on a CoBlocks pattern, duplicate

Expected behavior:

I expect to see a modal to name a duplicate pattern

• This bug happens with no other plugins activated
• This bug happens with a default WordPress theme active
• This bug happens without the Gutenberg plugin active
• I can reproduce this bug consistently using the steps above
