Docker building script cannot download ramsmp package

```bash
git clone https://github.com/Penglai-Enclave/Penglai-Enclave-TVM.git
cd Penglai-Enclave-TVM
git submodule update --init --recursive
./docker_cmd.sh build
```

At some point, it will try to download and install http://www.alasir.com/software/ramspeed/ramsmp-3.5.0.tar.gz
However, this link is unreachable.
