Context: To use debug reports, the reporting origin needs to set a cookie. If the origin configured to receive reports is a third party, this cookie is a third-party cookie. Therefore, debug reports will no longer be available after third-party cookies are phased out.

We would like to support debugging after third-party cookie deprecation.

We're currently thinking through various options, such as aggregate debugging reports and delays. We will share more updates once we have a more concrete plan.
