This was a feature we developed for rescuing Holesky to allow for bootstrapping new nodes to quickly sync. Feature is currently only in the holesky-rescue branch and was determined in the Berlinterop CL hardening session that this feature is useful to allow us to technically start the chain from a social consensus checkpoint.
