Climate-ADAPT country profiles
The Climate-ADAPT country profiles provide insights into the status of adaptation policies and actions. In 2025, EU Member States were mandated for the third time to report their national adaptation actions under Article 19 of the Regulation on the Governance of the Energy Union and Climate Action (2018/1999). The requirements for this reporting are further specified in Annex I of the first Commission Implementing Regulation (2020/1208).
In addition to the mandatory reporting by the 27 EU Member States, EEA Member Countries that are not EU members were invited to report voluntarily. In 2025, Iceland and Türkiye submitted reports on their national adaptation actions, while Switzerland did so in 2023. The Energy Community Contracting Parties reported in accordance with the relevant adopted Governance Regulation and process.
Each profile presents a concise selection of key information submitted by the country, in line with Annex I of the Implementing Regulation. The profiles also include a direct link to the public submission in the Reportnet3 reporting system, where the reported datasets and any supplementary files are available.
