Remove dependency on vpx_scale Use the scaler from libyuv already present in the tester rather than the vpx_scale lib from libvpx. Newer versions of libvpx have removed functionality used by the tester. Change-Id: Ic94502d4158077672d29dd8f42e2fca598b9391b
