After a base installation failure in D-I, I tried running debootstrap in
a non-clean target. This resulted in an error while configuring passwd.
For the failure in passwd a separate BR was filed, but another problem
that showed was that dpkg kept retrying passwd for a total of _51_ times
until it finally decided:
debootstrap: dpkg: too many errors, stopping
debootstrap: Errors were encountered while processing:
debootstrap: passwd
debootstrap: passwd
[...]
debootstrap: passwd
debootstrap: passwd
debootstrap: Processing was halted because there were too many errors.
This not also seems useless, but also results in quite ugly logging.
See attached syslog (from start of debootstrap run) for details.
AFAICT the command debootstrap runs at the time (scripts/debian/sid) is:
dpkg --status-fd 8 --configure --pending --force-configure-any --force-depends
